Based on Avogadro's Law (look at lecture slide 15 from Chapter 11) the 
volume of a gas is proportional to the number of gas molecules (or 
moles).  Based on that fact, I could simply look at the volume 
percentage for Oxygen (20.9476) to come up with the mole fraction of 
Oxygen in the mixture.  Converted to a fraction that is 0.209476.
