I am confused about how to find the E value in the ice tables

So look at your NO2 column -- where you have MEASURED values of
NO2 at room temperature and the high or low temperature. In the
case of the high temperature ice table the change in NO2 was +2x

initial + 2x = equilbrium

(equilibrium - initial)/2 = x

then for the N2O4 column it will be

initial - x = equilibrium

So you use the value of x you determined in the NO2 column to
figure out the equlibrium value in the N2O4 column.
