No.  Since you are using different volumes for the SCN-, the 
concentrations will vary.   For example,

In tube 1 the initial concentration of Fe3+ will be

(0.00500 L)(0.00200 M)/(0.01000 L) = 0.00100 M

the initial SCN- concentration will be

(0.00100 L)(0.00200 M)/(0.01000 L) = 0.00020 M
