Take into account the time zone when printing times -- but don't stress
about the daylight savings time.
The daylight savings time flag means that the city observes daylight
savings time during certain times of year. This year it is between
March 8 and November 1st. In other words, if it is a zero -- then that
part of the world NEVER observes daylight savings time.
