The timezone data will be in a form like -5, -6, -7, etc These are the
hours you subtract from the prime meridian time. <br>

Atlantic time : -4<br>
Eastern time zone : -5<br>
Central time zone : -6<br>
Mountain time : -7<br>
Pacific : -8<br>

As far as the observance of daylight savings time, if the value is a 1,
then that city/state observes DST. If it is a 0, then they do not.<br>

To read the zipcoord.dat file you you will need to create a scanner
object like you had to do in the last assignment to read the text
file. Give it the name zipcoord.dat.<br>

Note, however, that all of the fields in the file are delimited by
commas to make your life easier.<br>
