maybe this will help.... look back to the IEEE standard...
$(-1)^s 2^{c-\beta} (1+f)$
for the exponent you are looking at the $2^{c-\beta}$ term. Let's put
this in term of logs.
$(c-\beta) \ln 2 = 4932 \ln 10$
Solve this for the term $(c - \beta)$ and then figure out how many bits
you need to represent that number (hint -- it's less than 20). This
should also help you pin down the value of $\beta$ because, if you
remember, we have to be able to represent very large and very small numbers.
