[CSC 499] PGI Compiler Updates

[Andrew J. Pounds]

The updated PGI compiler suite should now be installed on all of the
systems in GSC 405.  For those of you using it, you will need to modify
your PATH and MANPATH and change the PGI directory path from 2017 to 2018.
