[CSC 415] Ubuntu and SOIL2

[Andrew J. Pounds]

So the 64 bit SOIL2 library that I built under RHEL/CentOS/Rocky will 
not work under Ubuntu.   If any of you are using Ubuntu please let me 
know and I'll try to build a library for you.
