So I was able to put together a build environment for the SOIL2 library 
that should be able to compiled and linked on any 64 bit linux using the 
Gnu compilers.  It works on Ubuntu, Redhat, CentOS, and Rocky.   I have 
some tweaking to do but if you want to work on Ubuntu I think I may have 
you set...
