[CSC 435] Matrix Balancing

Gentlemen -- your CSC 335 textbook is pretty "silent" on the concept of 
matrix balancing.  There are several references online that talk about 
the direct balancing of a matrix (implemented in LAPACK as xGEBAL) -- 
but I thought some of you might want to try something a little 
different.  Ultimately it's your call, but here is an algorithm

can try which uses a Krylov Balancing.
